pandapaxxy (PvE / M+KB / Controller): "Luna Regolith III is the new vanguard sniper. Triple Tap and Clown Cartridge are the best in slot, but Field Prep will be great for longer damage phases. Firing Line is going to be your best damage buff, but Higher Ground will be good for solo players. It's not the most reliable as you can't always be higher than your target. But when it works, an extra 20% is an extra 20%." Recommended MW: Reload.

Inspired by @PodvsEnemies Podcast vs Enemies episode 77 (https://open.spotify.com/episode/4RxkTOwLINWvKzUitNoAFy?si=1426d1f760c544b5) with @ImpetusAlways and @Saint_Kabr while @CourtProjects is on holiday. First-choice PvE pick for burst damage against Major Spec enemies in end-game content. Named after the unconsolidated debris that covers the moon's surface, the first thing to say is that, if you already have a decently rolled Aggressive Sniper Rifle (in the hope that they get a touch of love in a future balance pass), you can move along as there's nothing to see here. The stats are weak in a currently (as at v7.2.0.3) weak subtype, but if you're looking for a more easily obtained weapon, it's still very usable. It's a Vanguard weapon, so there is a huge trait pool - if you do want the best chance of a usable drop, reset your ranks a few times first, before you focus your engrams. As with all Sniper Rifles, Handling is king - there should be time between shots for the reticule to settle, so you don't need so much stability, making Fluted Barrel the top choice, with Arrowhead Brake, and Corkscrew Rifling as alternates. Tactical Mag gets you four in the mag, which is the same as Appended or Extended, so is the top choice there (although Extended Mag + Backup Mag does get you to 5 total). In the first trait column as your support perk, you can make an argument for Triple Tap or Clown Cartridge, both of which can get you to 5 shots without reload with a base mag of 4, or 7/8 shots if the base mag is 5. Alternatively, Field Prep speeds up reloads and boosts reserve ammo. In the second trait column, as your signature perk, Explosive Payload is the best option for additional damage for solo play, or Firing Line works in a fireteam. While it's not a game-changer, the origin trait's Wild Card submunitions can be fun to help damage nearby adds on a kill. Recommended MW: Handling or Reload Speed, with a damage-boosting (Major or Taken Spec) or Backup Mag mod (only with Extended Mag).|tags: PvE, PvE-Boss, PvE-MajorSpec, PvE-God, PvE-EndGame, M+KB, Controller

pandapaxxy (PvP / Controller): "In PvP there are really only a few options. Max handling with Snapshot Sights and Opening Shot will be the most sought after roll. But I wouldn't be opposed to Eye of the Storm, Moving Target, or even one of my favorite silly perk combos: Opening Shot and Under Pressure. Previously this was only on the Occluded Finality with its monstrous zoom. That also helped in bullet bending, but as the majority of players prefer short zooms this will allow other players to enjoy my silly combo." Recommended MW: Handling.

What these Luna Regolith III perks do

Clown Cartridge

Reloading randomly overfills the Magazine from reserves by 10% to 50% of the base Magazine Capacity (rounded up). Works out to a 30% overfill on average.

Explosive Payload

Splits off 50% of the weapon's bodyshot damage into an Explosive Payload that detonates on impact. The Payload deals 30% increased damage in PvE and staggers PvE Combatants more. On Hand Cannons, the Payload deals 7% decreased damage in PvP. The remaining Impact damage portion receives an increased Crit Multiplier to compensate for the Payload not benefitting from crits. [PvE] Total damage is increased by 15% of the weapon's bodyshot damage. For crits, the overall increase is roughly equal to 15% divided by the Crit Multiplier. [PvP] Total damage remains roughly the same but can vary by 1-2% in either direction for crits.

Triple Tap

Scoring 3 Precision Hits within 2 seconds of each refills 1 Ammo into the Magazine from thin air. Cannot load the Magazine beyond its base capacity. Precision Hit counter persists through stow.

Field Prep

Grants the following while Crouched: • 50 Reload Speed • 0.8x Reload Duration Multiplier • 0.8x Ready/Stow Duration Multiplier Passively grants 20 Ammo Generation stat. (50% more than 1 Ammo Generation armor mod)

Firing Line

Being within 15 meters of 2 allies grants 20% increased Precision Damage.

High Ground

Scoring a Kill grants 1 [2] Stacks of 'High Ground' for 7 seconds. Maximum of 3 Stacks. Weapon damage increases at 1|2|3 Stacks: 10% [5%] | 17.5% [10%] | 25% [15%] While you are not airborne: Damaging targets that are 2 meters [5 for Primary weapons] lower in elevation than the ground you stand on immediately grants all 3 Stacks [Primary weapons only grant 1 Stack] of the buff. The damage increase is applied to the shot triggering the perk as well. The reference point of enemies' elevation is generally their lowest point.

Incandescent

Weapon Kills trigger a Solar explosion that applies 30 Scorch Stacks (40 with Ember of Ashes) and deals up to 30 damage to enemies within 4 meters of the target. Killing Elite or higher tier Combatants and Players increases the radius to 8 meters and applies 10 more Scorch Stacks. Scorch damage can be increased through Weapon Damage Buffs.

Opening Shot

Grants the following benefits for your first shot (of the burst): • 20 Aim Assist and 25 Range • 5% decreased Accuracy Cone Size • 10% decreased Accuracy Cone Growth Special weapons only receive 50% of the benefits. Stats are rounded up. Firing the weapon prevents the perk from activating for 3 seconds.

Snapshot Sights

Passively decreases the ADS Animation Duration: • 50% decrease on Primary Weapons • 20% decrease on Special Weapons

Moving Target

Grants the following while Aiming Down Sights (ADS): • 10 Aim Assist • 10% decreased ADS Movement Speed Penalty

Eye of the Storm

Grants a scaling buff to Handling and Accuracy as your Shield Health drops below 40 and reaches maximum strength at 0 Shield HP. Buff at maximum strength grants: • 30 Handling • 40% decreased Accuracy Cone Size • 17% decreased Accuracy Cone Growth The buff linearly scales from 0% at 80 Shield HP to 100% at 0 Shield HP (Critical Health). It initially triggers as you drop to 40 Shield HP — giving you 50% of the maximum buff. However, as you regenerate your Shield Health, the buff will still remain until you reach 80 Shield HP where the benefits scale down to zero.

Quickdraw

Switching to the Weapon grants 100 Ready/Stow Handling and a 0.95x Ready Animation Duration Multiplier for 1 second. Buff is removed as soon as ADS input is pressed.

Under Pressure

Grants linearly scaling benefits as the Magazine drops from 50% of its base capacity to empty: • 12.5% to 25% decreased Accuracy Cone Size • 0 to 30? Stability
