What Ignition Trigger does

Accuracy Cone Size and Accuracy Cone Growth are massively decreased while hip-firing. Hip-Firing grants 50% reduced recoil, which is carried into ADS if the trigger stays held down after initially hip-firing. Firing 20 rounds within 0.125 seconds of each begins 'Ignition Trigger'. Ignition Trigger grants 100% [50%] increased damage and 3% reduced Accuracy Cone Growth size while active. In exchange, it drains 15 HP every 0.4 seconds until you reach Critical Health. While Ignition Trigger is active, firing builds its meter at a rate of 20% per second. Meter drains at a rate of 25% per second when not firing. This meter serves as a timed period in which Ignition Trigger can be resumed without warmup and provides no other benefits. Meter progress persists through reload.
