What Tenacity does

Weapon Kills while within 15 meters of an enemy grant a stack of 'Tenacity'. Maximum of 20 stacks. Stacks persist until death. 'Tenacity' grants 0.5% increased damage (additively), 2? Handling and 2? Reload Speed per stack.
