Precision Instrument doesn't allow you to 2c1b 10 resilience but will allow you to get some lower resilience players. You will want to invest some points into range to really help out the low base range. Magnificent Howl does allow for some fun two taps and blinting moments to keep the chaining going." If you don't have a good Zaouli’s Bane or Igneous Hammer with Heal Clip this can substitute. There's no shortage of Incandescent hand cannons. Magnificent Howl changed from needing precision hits to precision kills, this paired with Lucky Pants can dish out incredible damage, and fan refund itself. It could be very good and fun for lower end PvE content." Recommended MW: Stability.

Backup PvE pick for add-clearing Minor Spec enemies in end-game content, particularly with a solar subclass. If you find a roll you like, keep for the ability to enhance perks when Final Shape arrives. Luna's Howl was changed from a Precision to an Adaptive back in the day, so the stats do look weird in comparison to its peers - it's stable and easy to use, but might feel strange if you're used to traditional 140 HCs. Take a barrel perk that gives you a little bit of everything to round things out - Corkscrew, Smallbore or Fluted. If you miss out on a reload mag perk, then any of the combat effect perks will work, but you might benefit from a solar reload armor mod or two. There's really only one trait perk combination to search for - Heal Clip (hence the need for reload speed) and Incandescent. Great anyway, but even better when synergising with solar fragments. The Indomitability origin trait seems built for the Prismatic subclass, generating grenade or melee energy according to your subclass type. What these Luna's Howl perks do

Heal Clip

Finishing a reload within 5.3? seconds of a Kill grants Cure x2 to you and Cure x1 to allies within 15 meters.

Incandescent

Weapon Kills trigger a Solar explosion that applies 30 Scorch Stacks (40 with Ember of Ashes) and deals up to 30 damage to enemies within 4 meters of the target. Killing Elite or higher tier Combatants and Players increases the radius to 8 meters and applies 10 more Scorch Stacks. Scorch damage can be increased through Weapon Damage Buffs.

High-Caliber Rounds

Hits inflict increased Flinch on Enemies. PVE: Tier 1-2 Minors can be repeatedly staggered. Higher Tier Combatants stagger quicker. PVP: Flinch against Players varies based on damage and Weapon Archetype. Flinch increase ranges between 5-10%.

Armor-Piercing Rounds

Grants 5% increased damage against Elemental and Barrier Champion Shields. Allows bullets to overpenetrate enemies once.

Desperate Measures

Weapon Kills grant 'Desperate Measures x1' (DMx1), increasing damage by 10% for 7 seconds. Grenade or Melee Kills grant 20% increased damage for 7 seconds (DMx2). Scoring another Grenade or Melee Kill with DMx2 active increases this to 30% (DMx3). Can be activated while stowed. Weapon, Grenade, and Melee Kills refresh the buff duration.

Magnificent Howl

Scoring a Precision Kill grants 1 Stack of 'Precision Final Blows' up to the maximum of 10 Stacks. Reloading converts 'Precision Final Blows' Stacks into 'Magnificent Howl' Stacks. Having active 'Magnificent Howl' Stacks prevents you from gaining 'Precision Final Blows' Stacks. Each shot consumes 1 Stack of Magnificent Howl, granting 50% increased damage and ?% increased Damage Falloff Distance. Precision Kills with buffed shots refund a Stack of Magnificent Howl.

Subsistence

Weapon Kills refill 10% of the magazine (rounded up) from reserves. Submachine Gun and Auto Rifle Kills refill 17% of the magazine.

Precision Instrument

Direct Weapon Hits grant a stack of Precision Instrument for 1.25 seconds (2.1 seconds on weapons with a Draw/Charge Time). Maximum of 6 stacks. Reloading the weapon (except on Bows) or missing removes all stacks... usually. Heavy Burst Frame weapons can only gain 1 stack per burst. Adaptive Burst Linear Fusion Rifles require 1.5? Hits for each stack (and missing sometimes does not remove your stacks on them). Precision damage increase at 1|2|... stacks: 4.17% | 8.33% | 12.5% | 16.67% | 20.83% | 25%

Slideshot

Sliding refills 15% of the Magazine (rounded up) and grants 20 Range and Stability for your next shot (of the burst) within 2.5 seconds. 0.3 second cooldown after activation but can activate multiple times during a slide. Buff is removed on stow.

Kill Clip

Finishing a reload within 3.6 seconds of a kill grants 25% increased damage for 5 seconds. Stowing the weapon removes the buff. Does not buff the Splash/Explosive damage elements of other perks.

Eye of the Storm

Grants a scaling buff to Handling and Accuracy as your Shield Health drops below 40 and reaches maximum strength at 0 Shield HP. Buff at maximum strength grants: • 30 Handling • 40% decreased Accuracy Cone Size • 17% decreased Accuracy Cone Growth The buff linearly scales from 0% at 80 Shield HP to 100% at 0 Shield HP (Critical Health). It initially triggers as you drop to 40 Shield HP — giving you 50% of the maximum buff. However, as you regenerate your Shield Health, the buff will still remain until you reach 80 Shield HP where the benefits scale down to zero.
