pandapaxxy & WarlockMaggie (PvP / M+KB): "[pandapaxxy] Red Tape doesn't do anything exceptional but it does play into Stasis shenanigans if you use the crystals to gain a new sightline. You don't have to be near the Stasis crystal or enemy which means you can get Frost Armor from anywhere across the map. Keep Away and Lone Wolf also lean into this but don't give as many benefits. Explosive Payload would be great for fighting duals as the extra flinch is incredibly frustrating to fight against. [WarlockMaggie] I’m definitely going to be looking for a roll or few of this as it is our only non-Exotic Lightweight Stasis Scout. On par with the stats of Echoes’ Patron of Lost Causes, Red Tape does have better perks for PvP, including some unique combos like Closing Time + High-Impact Reserves. As with other longer range weapons, focus on Stability and Handling both in Masterwork, Magazine and/or Barrels." Recommended MW: Stability, Handling.

WarlockMaggie (PvE / M+KB / Controller): "(Prerelease notes) No bureaucracy here, Red Tape delivers a solid set of perks! Spec into Stability, Recoil mitigation and/or Reload for your Barrels and Magazines. And with stats handled, you can get grenade energy back with Demolitionist or get Frost Armor via Rimestealer, plus create crystals with Headstone or just do a chunk of damage with Focused Fury or Adrenaline Junkie!" Inspired by @PodvsEnemies episode 127 from 21 January 2025 (https://open.spotify.com/episode/27QaoJnY0M7c7Ikhz8CbUv?si=397188c406294fcf) with @Saint_Kabr, @ImpetusAlways and @CourtProjects (PvE PvE-MinorSpec PvE-EndGame PvE-God M+KB Controller): First-choice PvE pick for Minor adds in general, and end-game underleveled content, particularly on Stasis builds. Red Tape is, surprisingly the first Lightweight frame stasis scout rifle - one of the stronger scout subfamilies for damage output in PvE, and offering the usual +20 Mobility and ×1.0625 boost to movement speed. At base, the stats are decent - the spread of stats among its peers is pretty compressed, though - 32 Range equates to 70.52m ADS and 35.27m hipfire, 33 Stability, 64 Handling is 0.36s ready, 0.30 ADS and 0.34 stow speed, and 52 Reload speed is a 1.96s reload. Look to boost Handling on M+KB, or improve control for controller with the barrel perk. In the mag, with the origin trait to bypass reload you could just go all-out for magazine size, or maybe look for additional reload speed for manual reloads in the mag perk slot. In the first trait perk slot, for general utility, Attrition Orbs and Demolitionist both offer something to buildcraft around, and Headstone give you something to use in stasis builds to synergise with subclass fragments, as well as decent AoE damage when the crystals are shattered. The Dark Ether Reaper origin trait is one of the best in the sandbox for PvE - generate a Dark Ether charge for 5s from kills, and then shoot with any weapon (or run into) the charge to proc a Dragonfly-type detonation which also overflows equipped and stowed Dark Ether weapons to ×1.4 (rounded up) base capacity or ×1.8 when enhanced, completely bypassing reload. Recommended MW: Handling or Stability, with a Backup Mag mod or, when masterworked, Synergy to create stasis shards or, when the artifact mod's around, Stunloader.|tags:PvE PvE-MinorSpec PvE-EndGame PvE-God M+KB Controller

In the first trait perk slot, for general utility, Attrition Orbs and Rimestealer (if you're using a Stasis subclass to general stasis crystals to proc it) both offer something to buildcraft around, and Explosive Payload is always useful in your kit for a passive damage boost (×1.15 bodyshot ×1.085 crit), as well as extra flinch and easier Champion stuns. For Stasis builds, it's not the first scout rifle to offer the trait perk combination of Rimestealer, for Frost Armor stacks from breaking crystals generated by Headstone crit kills, but it's probably the best legendary that does. Adamsdown_Boy written v8.1.5.4 (PvE PvE-MinorSpec PvE-EndGame PvE-God M+KB Controller): PvE pick for Minor adds in general, and end-game underleveled content, particularly on grenade builds. In the mag, with the origin trait to bypass reload you could just go all-out for magazine size, or maybe look for additional reload speed for manual reloads in the mag perk slot. If you don't already have the combination of Demolitionist and Adrenaline Junkie, then it's a very natural pairing. Get a grenade kill to proc the ×1.33 damage boost for 4.5s, and then recover grenade energy through add kills to rinse and repeat. What these Red Tape perks do

Headstone

Precision Kills create a Large Stasis Crystal at the target's location. Tier 1-2 Minor and Tier 1 Elite Combatants only spawn a Medium Stasis Crystal. Creating 5 Crystals within ? seconds prevents the perk from activating for 5 seconds.

Rimestealer

Killing Frozen Enemies or Shattering a Stasis Crystal with the weapon grants a Stack of Frost Armor.

Alloy Magazine

Linearly grants a Reload Duration Multiplier as your magazine drops from 50% capacity to empty. Reload Duration Multiplier scales from 0.9x at 50% capacity to 0.8x with an empty magazine.

Demolitionist

Weapon Kills grant 10% Grenade Ability Energy. Kills with Sniper Rifles, Shotguns, Glaives, and Fusion Rifles grant 20%. Using your Grenade Ability refills the Magazine with a 3 second cooldown. Ability energy gained may be significantly decreased based on your selected ability's Chunk Energy Scalar. Learn more about this mechanic in our explainer blog post on the Clarity website.

Attrition Orbs

Scoring multiple Hits against enemies within 5 seconds of each spawns an Orb of Power that grants 0.8% Super Energy. Does not require Direct Hits. Hit counter persists through stow. Hit requirements for activation: • Rocket Launchers: 2 hits • Heavy Grenade Launchers: 3 Hits • Wave-Frame Grenade Launchers: 4 hits • Bows: 4 Hits • Swords: 5 Hits • Area-Denial Grenade Launchers: 26 Hits • Others: 55% of Magazine Size rounded down + 1 Support Frame Auto Rifle healing round Hits on damaged allies count as 2 Hits.

Explosive Payload

Splits off 50% of the weapon's bodyshot damage into an Explosive Payload that detonates on impact. The Payload deals 30% increased damage in PvE and staggers PvE Combatants more. On Hand Cannons, the Payload deals 7% decreased damage in PvP. The remaining Impact damage portion receives an increased Crit Multiplier to compensate for the Payload not benefitting from crits. [PvE] Total damage is increased by 15% of the weapon's bodyshot damage. For crits, the overall increase is roughly equal to 15% divided by the Crit Multiplier. [PvP] Total damage remains roughly the same but can vary by 1-2% in either direction for crits.

Adrenaline Junkie

Weapon Kills grant 1 Stack of Adrenaline Junkie for 4.5 seconds. Grenade Kills grant all 5 Stacks instantly even if the weapon is stowed. Adrenaline Junkie benefits: • 20 Handling • 6.7%|13.3%|20%|26.6%|33.3% increased damage at 1|2|3|4|5 Stacks

Focused Fury

Scoring 35% of the Base Magazine Capacity as Precision Hits grants 25% increased damage for 11 seconds. Stowing or Reloading the weapon resets the Precision Hit counter. The buff remains active while stowed. Does not buff the Splash/Explosive damage elements of other perks.

Fourth Time's the Charm

Scoring 4 Precision Hits within 2 seconds of each refills 2 Ammo into the Magazine from thin air. Cannot load the Magazine beyond its base capacity. Precision Hit counter persists through stow.

Keep Away

While no enemies are within 15 meters: Grants 10 Range, 30 Reload Speed, and decreases Accuracy Cone Growth by 5?%.

Lone Wolf

Passively grants 5 Aim Assist, 15 Airborne Effectiveness, and a 10% decreased ADS Animation Duration. While no allies are within 15 meters: Bonuses are increased to 10 Aim Assist, 30 Airborne Effectiveness, and a 20% decreased ADS Animation Duration.

Closing Time

Grants linearly scaling benefits as the Magazine drops from 50% capacity to empty: • 10 to 20 Range • 30? to 50? Handling • 10-20% decreased Handling Animation Duration • 5?% to 10?% decreased Accuracy Cone Size Special weapons only receive 50% of the benefits. Stats are rounded up.

High-Impact Reserves

Increases damage by 12.1% [3%] to 25.6% [6%] as the Magazine drops from 50% of its base capacity to empty. The buff in PVE ranges between 10.3% and 22.9% instead on Fusion Rifles and Aggressive Frame Linear Fusion Rifles. Does not buff the Splash/Explosive damage elements of other perks.
