The only thing that Cruel Mercy doesn't win is the origin trait, but Omolon Fluid Dynamics is still solid enough. For PvE, the perks are decent, giving you some different options based your build. As with other Heavy Bursts, you'll want to improve any of the non-Range stats, especially Stability and Reload." Recommended MW: Stability or Reload Speed

Cruel Mercy is the new Heresy Act 3 Nightfall weapon - the Heavy Burst intrinsic gives you a bit of flinch reduction when ADSing, which is useful if unspectacular. At base, by comparison with its peers, the stats are good - d2foundry.gg calculates that 76 Range equates to 39.06m ADS and 21.70m hipfire before damage dropoff, 35 Stability is ×1.1337 flinch resist at 100 Resilience, 35 Handling is 0.45s ready, 0.40s ADS and 0.44s stow speed, 42 Reload Speed is a 2.01s reload, Recoil Direction is 74, and Zoom is 18. Handling is the main weakness, so look to improve that from the barrel perk to make things snappier. For the magazine perk, either choose your preferred combat effect or look to speed up the reload a bit. For arc builds there's a combination of Eddy Current to speed up reload further, together with Rolling Storm to build up stacks of Bolt Charge for single target damage plus a bit of AoE. But, as an alternative first trait column perk, Dragonfly provides an AoE arc elemental explosion on a crit kill for double damage perks, which are always tough to pass on. For the origin trait you have Vanguard's Vindication for 3HP healing per kill, Stunning Recovery for 60HP and +40 recovery for 3s when stunning a champion, or Omolon Fluid Dynamics for better stability and reload speed in the top half of the magazine for compulsive reloaders. What these Cruel Mercy perks do

Eddy Current

Grants the following after sprinting for 1.5 seconds with the weapon readied: • 20 Reload Speed • 0.95x Reload Duration Multiplier • ? Handling • 0.95x Handling Animation Duration Multiplier Sprinting refreshes the buff duration. Being Amplified removes the sprinting requirement and increases the Reload Speed stat bonus to 60.

High-Caliber Rounds

Hits inflict increased Flinch on Enemies. PVE: Tier 1-2 Minors can be repeatedly staggered. Higher Tier Combatants stagger quicker. PVP: Flinch against Players varies based on damage and Weapon Archetype. Flinch increase ranges between 5-10%.

Rolling Storm

Weapon Kills grant 1 Stack of Bolt Charge. While Amplified, this is increased to 2 Stacks.

Dragonfly

Precision Kills cause targets to explode, dealing up to 123.89 [95.3] weapon-matching elemental damage in a 4.5-meter radius.

Armor-Piercing Rounds

Grants 5% increased damage against Elemental and Barrier Champion Shields. Allows bullets to overpenetrate enemies once.

Alloy Magazine

Linearly grants a Reload Duration Multiplier as your magazine drops from 50% capacity to empty. Reload Duration Multiplier scales from 0.9x at 50% capacity to 0.8x with an empty magazine.

Frenzy

After being in Combat for 12 seconds: Grants 15% increased damage, 100 Handling, and 100 Reload Speed for 7.2 seconds. Works and can activate while stowed. Dealing and receiving damage refreshes the buff duration. For Frenzy, being in Combat is defined as having either dealt or received damage within the last 5 seconds. Self-damage and environmental damage do not count.

Desperado

Finishing a reload 5.2 seconds after a Precision Kill or 3 kills within ? seconds of each reduces Firing Delay by 30% for 6 seconds. Buff is removed on stow.

Adrenaline Junkie

Weapon Kills grant 1 Stack of Adrenaline Junkie for 4.5 seconds. Grenade Kills grant all 5 Stacks instantly even if the weapon is stowed. Adrenaline Junkie benefits: • 20 Handling • 6.7%|13.3%|20%|26.6%|33.3% increased damage at 1|2|3|4|5 Stacks

Demolitionist

Weapon Kills grant 10% Grenade Ability Energy. Kills with Sniper Rifles, Shotguns, Glaives, and Fusion Rifles grant 20%. Using your Grenade Ability refills the Magazine with a 3 second cooldown. Kill Clip

Finishing a reload within 3.6 seconds of a kill grants 25% increased damage for 5 seconds. Stowing the weapon removes the buff. Does not buff the Splash/Explosive damage elements of other perks.

Keep Away

While no enemies are within 15 meters: Grants 10 Range, 30 Reload Speed, and decreases Accuracy Cone Growth by 5?%.

Headseeker

Dealing non-Precision Direct damage grants the following benefits for 0.55 seconds: • 20% increased Precision Bonus (complicated, see specific damage increases below) • 3% increased Aim Assist Cone size Precision damage increases by weapon type/frame: • Pulse Rifles: Adaptive: 7.1%, Aggressive Burst: 10%, Heavy Burst: 9.5%, High-Impact: 8.74%, Lightweight: 6.3%, Rapid-Fire: 10.3% • Sidearms: Adaptive Burst: 8.46%, Heavy Burst: 7.36% • Scout Rifles: Precision: 8.66% [Bug] Heavy Burst Hand Cannons: 7% increased Weakspot damage. Lone Wolf

Passively grants 5 Aim Assist, 15 Airborne Effectiveness, and a 10% decreased ADS Animation Duration. While no allies are within 15 meters: Bonuses are increased to 10 Aim Assist, 30 Airborne Effectiveness, and a 20% decreased ADS Animation Duration.
