pandapaxxy (PvE / M+KB / Controller): "Elsie's Rifle is a throwback to D1, and another good weapon Bungie could have brought back was Murmur, the element switching fusion *from the Moon.* Jokes aside, Elsie's Rifle is incredible. Rewind Rounds or Feeding Frenzy paired with Desperate Measures or Desperado, any combination of the above will be more than lethal. Arrowhead Brake is a must have regardless of what activity you bring this rifle into, I don't know if there's a small bug within the timelines of this rifle but having Arrowhead Brake fixes a large majority of issues." Recommended MW: Reload Speed.

pandapaxxy (PvP / M+KB / Controller): "Like I mentioned earlier, Arrowhead Brake is a must have. This will make your two bursts far easier. Zen Moment and Headseeker allow you consistent two bursts. Depending on how that feels you might instead want Keep Away for better accuracy from a distance. Zen Moment and Kill Clip are also present, giving you some flexibility if you don't like Blast Furnace or aggressive burst pulse rifles." Recommended MW: Stability or Range.

First-choice PvE pick for add-clearing Minor Spec enemies in end-game content, particularly for void subclasses. If you find a roll you like, keep for the ability to enhance perks when Final Shape arrives. A D1 blast from the past, Elsie's Rifle has great stats and the frame adds accuracy for firing when stationery or not moving much. A little extra recoil direction with the barrel perk will help controlling shots, and any of the combat effect rounds or Flared Magwell for reload speed and a touch of stability are the mag perk top choices. Probably more for void Gyrfalcon Hunters, with easy access to volatile rounds, Repulsor Brace gives you a high uptime on void overshields, while Frenzy or Desperate Measures are great damage boosting options. The Indomitability origin trait seems built for the Prismatic subclass, generating grenade of melle energy according to your subclass type. Recommended MW: Handling or Stability, with a damage boosting (Minor or Taken Spec) mod.|tags: PvE, PvE-MinorSpec, PvE-EndGame, PvE-God, M+KB, Controller

First-choice PvE pick for tackling Barrier Champions in end-game content. If you find a roll you like, keep for the ability to enhance perks when Final Shape arrives. A D1 blast from the past, Elsie's Rifle has great stats and the frame adds accuracy for firing when stationery or not moving much. First, a little extra recoil direction with the barrel perk will help controlling shots. Maybe a little niche, but add together Armor-Piercing Rounds, Under-Over and the extra damage from Frenzy, and you have a great option for piercing Barrier Champions. If the pulse rifle mod isn't around, Gyrfalcon Hunters can take advantage of on-demand volatile rounds to make this a year-round option. The Indomitability origin trait seems built for the Prismatic subclass, generating grenade of melle energy according to your subclass type. What these Elsie's Rifle perks do

Repulsor Brace

Kills against Void Debuffed enemies grant a 45 HP Void Overshield for 8 seconds (12 with Echo of Persistence).

High-Caliber Rounds

Hits inflict increased Flinch on Enemies. PVE: Tier 1-2 Minors can be repeatedly staggered. Higher Tier Combatants stagger quicker. PVP: Flinch against Players varies based on damage and Weapon Archetype. Flinch increase ranges between 5-10%.

Frenzy

After being in Combat for 12 seconds: Grants 15% increased damage, 100 Handling, and 100 Reload Speed for 7.2 seconds. Works and can activate while stowed. Dealing and receiving damage refreshes the buff duration. For Frenzy, being in Combat is defined as having either dealt or received damage within the last 5 seconds. Self-damage and environmental damage do not count.

Armor-Piercing Rounds

Grants 5% increased damage against Elemental and Barrier Champion Shields. Allows bullets to overpenetrate enemies once.

Desperate Measures

Weapon Kills grant 'Desperate Measures x1' (DMx1), increasing damage by 10% for 7 seconds. Grenade or Melee Kills grant 20% increased damage for 7 seconds (DMx2). Scoring another Grenade or Melee Kill with DMx2 active increases this to 30% (DMx3). Can be activated while stowed. Weapon, Grenade, and Melee Kills refresh the buff duration.

Destabilizing Rounds

Weapon Kills apply Volatile to enemies in a 7 meter radius around the target and grant Volatile Rounds for 3 seconds. 1.5 second cooldown between activations.

Rewind Rounds

Upon emptying the Magazine: Refills 60% of the number of Hits landed (rounded up) into the Magazine from reserves. Hits are counted from either your last reload or the last time the perk was triggered. Does not require Direct Hits. Requires firing 28.75% of the Magazine Capacity for the refill to activate. Cannot load the Magazine beyond its base capacity. Hits after triggering a refill do not count while the Rewind Rounds buff is active (1? second). Adaptive Burst Linear Fusion Rifle behavior: • Each individual bolt in the burst counts as a Hit • Refill amount is uniquely 14% of the number of Hits rounded up (numbers are subject to change once we get more data points)

Under-Over

Increases damage against shielded targets: • 125% increase against PVE Combatant Overshields • 50% increase against PVE Combatant Elemental Shields and Barrier Champion Shields • 20% increase against Player Overshields and for bodyshots against Players with Woven Mail Notable Combatant Overshields include Shadow Legion Tech Pack and Lucent Moth Overshields. They are indicated with a glowing outline around the targets as well as a small blue health bar under the normal one. Does not buff the Splash/Explosive damage elements of other perks.

Desperado

Finishing a reload 5.2 seconds after a Precision Kill or 3 kills within ? seconds of each reduces Firing Delay by 30% for 6 seconds. Buff is removed on stow.

Feeding Frenzy

Weapon Kills grant 1 Stack of Feeding Frenzy for 3.5 seconds, increasing the Reload Speed of the weapon. Maximum of 5 Stacks. Bonuses at 1|2|3|4|5 Stacks: • 8|50|60|75|100 Reload Speed • 2.5%|10%|13%|16%|20% decreased Reload Animation Duration

Headseeker

Dealing non-Precision Direct damage grants the following benefits for 0.55 seconds: • 20% increased Precision Bonus (complicated, see specific damage increases below) • 3% increased Aim Assist Cone size Precision damage increases by weapon type/frame: • Pulse Rifles: Adaptive: 7.1%, Aggressive Burst: 10%, Heavy Burst: 9.5%, High-Impact: 8.74%, Lightweight: 6.3%, Rapid-Fire: 10.3% • Sidearms: Adaptive Burst: 8.46%, Heavy Burst: 7.36% • Scout Rifles: Precision: 8.66% [Bug] Heavy Burst Hand Cannons: 7% increased Weakspot damage. The distinction between Weakspots and Critspots is complicated and we might write an explainer blog post about it eventually. For the purposes of PvP, the two are equivalent.

Zen Moment

Weapon Hits grant 1 Stack of the perk for 1 second up to the maximum of 5? Stacks. Benefits granted per Stack: • Grants ?% Flinch Resistance • Reduces Visual Weapon Shake by 15% • Reduces Reticle Bounce by 15% Stacks gained per Weapon Hit by weapon type: • Hand Cannons, Scout Rifles: 2? • Pulse Rifles, Sidearms: 1.5 • Other Weapons: 1

Kill Clip

Finishing a reload within 3.6 seconds of a kill grants 25% increased damage for 5 seconds. Stowing the weapon removes the buff. Does not buff the Splash/Explosive damage elements of other perks.

Keep Away

While no enemies are within 15 meters: Grants 10 Range, 30 Reload Speed, and decreases Accuracy Cone Growth by 5?%.
