pandapaxxy (PvE / M+KB / Controller): Recommended MW: Stability. High-Impact Frame(340) Kinetic Pulse Rifle Primary Ammo. "The Messenger returns to us. A once great pulse has returned to take its throne. Move aside No Time to Explain, we don’t have time to explain how good Messenger is. Go away Graviton Lance, no one liked you before your multiple buffs. The king is back to retake the crown. Messenger needs a few things to make it the best roll possible, the first being Arrowhead Brake to bring up the low stability. Rapid Hit is the clear winner in the third column, but Outlaw is great if you don’t want the change in burst pattern depending on what stack of Rapid Hit you have. Kill Clip is an easy damage buff, and Kinetic Tremors is fun for the AoE. Desperado fell off a bit, but I would still use it in PvE if I were looking for a good time."

pandapaxxy (PvP / Controller): Recommended MW: Stability. High-Impact Frame(340) Kinetic Pulse Rifle Primary Ammo. "A very similar situation is present in PvP. Arrowhead Brake and Rapid Hit are the staples to look out for. You can certainly get by without one or the other but the true King has both. Headseeker takes over for Desperado since the adjustment. Securing those blistering two-bursts is a feeling like no other. Headseeker makes those bursts more consistent and frequent."

Inspired by @PodvsEnemies Podcast vs Enemies episode 68 (https://open.spotify.com/episode/7e93LMhFDUbZZX5SKYzXf0?si=cec8c26785114ffb) with @Saint_Kabr, @CourtProjects and @ImpetusAlways. First-choice PvE pick for add-clear use in end-game activities. The reprised Messenger has a few new tricks for Season 21, which make it worth a look. Good stats across the board, except for recoil direction, which we can help out with Arrowhead Brake in the barrel slot, which takes it to a controllable 90. For the magazine perk, any of the "Rounds" mags or Flared Magwell work well. For your first trait column support perk, Rapid Hit and Perpetual Motion can both layer on addition gunfeel boosts on top. If you're running solo content, don't forget the Alacrity origin trait to pretty much max out every stat on the board, and add 10 Aim Assist too. Finally, in the second slot, the new-for-Lightfall Kinetic Tremors as the signature perk adds bonus AoE damage for 12 hits (or four bursts), damaging your target and any adds within 5m. Recommended MW: any will work, depending on your preference, with a damage-boosting (Major or Taken Spec) or Backup Mag mod.|tags: PvE, PvE-MinorSpec, PvE-God, PvE-EndGame, Controller, M+KB

What these The Messenger perks do

Rapid Hit

"Buffed Hits" grant 1 Stack of Rapid Hit for 2 seconds. Maximum of 5 Stacks. "Buffed Hits" refer to any "Yellow Number" Hits such as Precision Hits or Hits against debuffed targets. Benefits at 1|2|3|4|5 Stacks: • 2|12|14|18|25 Stability • 5|30|35|42|60 Reload Speed • 0.99x|0.96x|0.95x|0.945x|0.92x Reload Duration Multiplier

Kill Clip

Finishing a reload within 3.6 seconds of a kill grants 25% increased damage for 5 seconds. Stowing the weapon removes the buff. Does not buff the Splash/Explosive damage elements of other perks.

Outlaw

Precision Kills grant 70 Reload Speed with a 0.9x decreased Reload Animation Duration for 6 seconds. Buff is removed on stow.

Outlaw

Precision Kills grant 70 Reload Speed with a 0.9x decreased Reload Animation Duration for 6 seconds. Buff is removed on stow.

Kinetic Tremors

Scoring multiple Direct Hits against a target within 3 seconds of each emits 3 damaging shockwaves from its location at the time of activation. Hit counter persists through stow. Shockwaves appear 0.25 seconds after scoring enough Hits and have a 1 second delay between each pulse. With Bows, the initial delay is decreased to 0.167 seconds. Each shockwave deals up to 90 [20] damage in a 6 meter radius. Shockwaves deal 33.33% more damage when activated on Miniboss or higher tier PvE Combatants. Shockwaves inherit Weapon Damage Buffs, the weapon's passive Kinetic Damage Bonus in PVE (10% on Primary, 15% on Special), and its Combatant Damage Scaling. They also count as non-direct Hits with the weapon for other interactions. The perk cannot be retriggered by anyone on a target until 2? seconds after the last shockwave. Hits required for Activation: • Submachine Guns: 14 • Auto Rifles: 12 • Pulse Rifles: 11 • Sidearms: 8 • Precision Hand Cannons and Precision Scout Rifles: 6 • Hand Cannons, Scout Rifles: 5 • Bows, Sniper Rifles: 3

Desperado

Finishing a reload 5.2 seconds after a Precision Kill or 3 kills within ? seconds of each reduces Firing Delay by 30% for 6 seconds. Buff is removed on stow.

Headseeker

Dealing non-Precision Direct damage grants the following benefits for 0.55 seconds: • 20% increased Precision Bonus (complicated, see specific damage increases below) • 3% increased Aim Assist Cone size Precision damage increases by weapon type/frame: • Pulse Rifles: Adaptive: 7.1%, Aggressive Burst: 10%, Heavy Burst: 9.5%, High-Impact: 8.74%, Lightweight: 6.3%, Rapid-Fire: 10.3% • Sidearms: Adaptive Burst: 8.46%, Heavy Burst: 7.36% • Scout Rifles: Precision: 8.66% [Bug] Heavy Burst Hand Cannons: 7% increased Weakspot damage. The distinction between Weakspots and Critspots is complicated and we might write an explainer blog post about it eventually. For the purposes of PvP, the two are equivalent.

High-Caliber Rounds

Hits inflict increased Flinch on Enemies. PVE: Tier 1-2 Minors can be repeatedly staggered. Higher Tier Combatants stagger quicker. PVP: Flinch against Players varies based on damage and Weapon Archetype. Flinch increase ranges between 5-10%.

Moving Target

Grants the following while Aiming Down Sights (ADS): • 10 Aim Assist • 10% decreased ADS Movement Speed Penalty

Perpetual Motion

While moving at a minimum of 2 meters per second: Grants a Stack of 'Perpetual Motion' after 2 seconds and a second Stack after 10 seconds. Each Stack provides 10 Stability, 10 Handling, and 10 Reload Speed. All Stacks are removed if movement speed is below 2 m/s for 0.5 seconds. Works and can activate while stowed.

Under-Over

Increases damage against shielded targets: • 125% increase against PVE Combatant Overshields • 50% increase against PVE Combatant Elemental Shields and Barrier Champion Shields • 20% increase against Player Overshields and for bodyshots against Players with Woven Mail Notable Combatant Overshields include Shadow Legion Tech Pack and Lucent Moth Overshields. They are indicated with a glowing outline around the targets as well as a small blue health bar under the normal one. Does not buff the Splash/Explosive damage elements of other perks.

Armor-Piercing Rounds

Grants 5% increased damage against Elemental and Barrier Champion Shields. Allows bullets to overpenetrate enemies once.
