Evening SI4 is an adaptive burst sidearm, which are rated B-Tier for endgame PvE by @TheAegisRelic tiering spreadsheet https://linktr.ee/TheAegisRelic as an decent sidearm, interchangeable with other frame subfamilies. The frame intrinsic fires a 3-round burst and offers no bonuses beyond "being well-rounded and reliable" as per the https://www.destiny2.science/ Destiny Data Compendium. The stats are solid by comparison with its peers - hopefully when the website's back https://d2foundry.gg/w/3618823368 will show how the weapon stats impact in-game performance. First priority with the barrel perk is Handling, and then with the magazine perk look for something that helps improve magazine size or reload. For clearing groups of adds in general content with a solar build, there's the fan favourite trait perk combination of Heal Clip to provide ×2 Solar Cure (140 HP), and ×1 Cure on allies within 15m, when you finish a reload within ~5.3s (~5.5s when enhanced) after a kill, together with Incandescent to spread +30 Solar Scorch stacks within 4m on a red bar Minor add kill (+40 stacks within 8m for orange and yellow bars, +45 enhanced), with scorch damage counting as weapon damage so can proc weapon traits like Heal Clip, and inherit any weapon damage bonuses. For solar subclasses, all of the scorch stacks are increased by ×1.5 with Ember of Ashes. For this roll, you might be lucky and get the rare Accelerated Assault origin trait, which passively refills 10% of the magazine, and boosts damage by ×1.05 for getting 3 hits within a 1.6s window. Otherwise, Omolon Fluid Dynamics boosts Stability by up to +20 Reload Speed by up to +30 in the top half of the mag, decreasing linearly until the mag's at 50%. Of less interest is Vanguard Vindication which provides up to ×3 stacks that reduces incoming damage at max to ×0.94 for a refreshable 10s (12.5s when enhanced), on kills within 20s of using a class ability.
