pandapaxxy (PvE / M+KB / Controller): "I remember the OG quest for Outbreak Prime. What a fun time. Outbreak Perfected has truly been perfected with crafting. Arrowhead Brake does improve the recoil but Outbreak Perfected has “auto rifle” recoil making the bounce a lot less intense. Bumping up the magazine with Appended Mag or Tactical Mag is preferred for more shots, but Flared Magwell for a bump in stability and reload will also feel nice. Rewind Rounds is the best perk in slot especially if the nanites count towards the bullets back. Rapid Hit or Outlaw are also great for just adding stability and reload. Short-Action Stock brings up the handling."

What these Outbreak Perfected perks do

Rewind Rounds

Upon emptying the Magazine: Refills 60% of the number of Hits landed (rounded up) into the Magazine from reserves. Hits are counted from either your last reload or the last time the perk was triggered. Does not require Direct Hits. Requires firing 28.75% of the Magazine Capacity for the refill to activate. Cannot load the Magazine beyond its base capacity. Hits after triggering a refill do not count while the Rewind Rounds buff is active (1? second). Adaptive Burst Linear Fusion Rifle behavior: • Each individual bolt in the burst counts as a Hit • Refill amount is uniquely 14% of the number of Hits rounded up (numbers are subject to change once we get more data points) Nanite Hits count as Hits with the weapon.

Parasitism

Deal increased damage to targets with SIVA Nanites attached to them. Damage at 1|2|3|4|5 Nanites: • PvE: 30%|60%|90%|120%|150% • PvP: 15%|30%|45%|60%|75% For each additional Nanite beyond five, the target takes 2.1% additional damage, up to a maximum of 300% increased damage at 100 Nanites.

Disease Vector

Nanite Damage is increased by 25%. Enemies that die with Nanites attached to them release four Nanites around them, each dealing 13 [4] damage.

Rapid Hit

"Buffed Hits" grant 1 Stack of Rapid Hit for 2 seconds. Maximum of 5 Stacks. "Buffed Hits" refer to any "Yellow Number" Hits such as Precision Hits or Hits against debuffed targets. Benefits at 1|2|3|4|5 Stacks: • 2|12|14|18|25 Stability • 5|30|35|42|60 Reload Speed • 0.99x|0.96x|0.95x|0.945x|0.92x Reload Duration Multiplier

Outlaw

Precision Kills grant 70 Reload Speed with a 0.9x decreased Reload Animation Duration for 6 seconds. Buff is removed on stow.

Headseeker

Dealing non-Precision Direct damage grants the following benefits for 0.55 seconds: • 20% increased Precision Bonus (complicated, see specific damage increases below) • 3% increased Aim Assist Cone size Precision damage increases by weapon type/frame: • Pulse Rifles: Adaptive: 7.1%, Aggressive Burst: 10%, Heavy Burst: 9.5%, High-Impact: 8.74%, Lightweight: 6.3%, Rapid-Fire: 10.3% • Sidearms: Adaptive Burst: 8.46%, Heavy Burst: 7.36% • Scout Rifles: Precision: 8.66% [Bug] Heavy Burst Hand Cannons: 7% increased Weakspot damage. The distinction between Weakspots and Critspots is complicated and we might write an explainer blog post about it eventually. For the purposes of PvP, the two are equivalent.
